Two years after a women is killed in a fatal car crash, the trio of teenagers responsible for her death are suddenly being murdered - one by one by a killer in a welding mask.
More are being murdered as well whom is wronging the family man Art Gary (Phillip Newman) at his car repair shop as he is a possible suspect.

A bunch of wild kids goes to a store in which they torment another one before entering in which this was almost looking effective but not quite. It made me wonder if this flick was on bullying or not.
However, one of these kids whom happens to be Hank tries to run off with some beer in which the markey owner gets a hold of him. It looks like he is trying to kill him as this looked mildly intense. I did wonder as to what will happen next.
Hank and his friends go speed eracing on the road. This for sure made me wonder if something bad is going to happen. Meanwhile a family led by Art Gary goes cruising on this road. The suspense piles up when this vehicle plays chicken with them. However the aftermath seemed mildly cheesy to watch with the special effects. Yet it was tragic at the same time.
The funeral for the tragic death on one of them wasn't convincing at all especially involving the grieving on Art. I mean this all seemed to be way too set out. Things seemed to be a bit slow when watching this all unfold.
Also many moments with Art talking to his daughter who is in a comatose on his frustration on what had happened. Also discusses on the daily lives on what is happening in the present day and him being vengeful on what is happening. This was supposed to leave a clue that he could be the mysterious killer omn what happens in the story. Yet this was another over the top moment not taking any of this seriously at all.
Yet it does improve a bit more when the mysterious market owner pays a visit to Art's car repair place telling him about the kids that killed his wife. He assures him if he doesn't do anything he will. Leaves a nice horror touch to the story on him being a possible suspect.
Art's friend comes to town whom is Billy Ray showing sympathy in which this I have to admit looked natural within their conversations. It really drew me in as it looked fairly decent to watch all of this unfold.
A nice pointer in the story for earning a rating higher than a bomb.
Then the horror kicks in when one of these rebellious kids Hailey enters his repair shop. He tells her that it would be fixed the next day and can stay at his home till then. This of course was a bit spine chilling as a target for her to be the first victim. I made me watch for more to see on what was going to happen.
While she's at his home of course she takes a long shower. This is of course a drawing card in a slasher flick. Yet this seemed to take overly long. Art is near the bathroom in which left a clue wondering if he plans to do her in but just not yet. I've seen these moments in other flicks and they were a whole lot better.
An interesting moment with what happens to her though that involves the mysterious killer wearing a welder mask. He seems to use car paint on her. I was thinking to myself as to how she will die like this. But again maybe this paint has deadly chemicals in them. I don't know much about car paint. However this moment seemed to look interesting and artsy.
Another unhappy customer enters his shop about his car in which he acts arrogant towards him. Of course Art himself defends himself with this dudes behavior. It leaves another clue if he will be the next one to be done away.
Later on, Billy interacts with a beautiful customer Amy offering a good charming behavior by taking her out to a bar on a date. This seemed to work in nicely but some cheesy moments in it too. The interactions however seemed to do the trick on what they were doing.
Art encounters Hank and attacks him for what he did to his family. This looked convincingly intense to watch all this unravel. I have to admit this was well put into the story since we all get a feeling as to what will become later on.
That's just what happens with decent effects on a weapon firing down. THis is the most effective moment that was well done in a Farmer project.
Billy has some romance with Amy at a beach and so fourth. This seemed to look nicely done too. Yet, when they're at home both of them get into a lustful mode. This took way too long. Bit again in any Farmer flick it's the total drawing card to the story.
A social worker pays a visit to Art as she threatens to take his comatose daughter away for special treatment. A nice add into the story. Yet by how this was all set out it looked lacking. Still leaves a mysterious feeling that he could go on a killing spree on how he reacts to all of this.
The next slashing happens with that arrogant customer coming into the shop. He faces the killer in the welding mask which looked nicely done on what he plans to do to him. This should please slasher fans a fair deal.
When this social worker is driving her vehicle, Art's tow truck is on her tail in which this truck crashes her vehcile. This looked well done since we've seen mysterious vehicles do this. Also makes you wonder if Art is behind this. However, we think it might be too obvious with someone else driving.
This woman ends up being tortured as I admit looked convincing. Then the killer is revealed as things become terribly trashy to watch.
Amy is pitted against this killer as she tries to get away but these moments looked terribly sloppy when it was supposed to be intense.
Of course when we think the maniac is killed he manages to survive as all of this was extremely amateurishly done.
Bottom line is that this is Donald Farmer's best budgeted film and better written. Still it stinks a great deal but I've seen his other flicks that are way worst. It's still a low budgeter direct to dvd type nontheless. He has a reputation for really bad flicks so always expect you won't enjpy them as I'm one of them.

The acting is very wooden in which we have Phillip Newman (Art Gary) shows off a serious attitude but yet was rough within his characteristics. When he cries on set he is terribly amateurish or when he gets aggressive with someone else. However he shows a bit of a dark presence which looked not too bad. Had the right looks and appeal. He needed some lessons though.
L.P. Brown III (Billy Ray) however seemed to show off a convincing flartiatious and charming attitude. Offers a good outgoing personality too. Had the right looks and appeal for this. Does a nice job showing sympathy. However later on in his performance when he offers a different type of characteristics is way too over the top.
Rachael Robbins (Amy) had the cute innocent looks and healthy appeal. Yet she is extremely stiff within whatever she did. She just couldn't pull it off at all. When she freaks out or screams just looked sloppy on what she does here. Sorry but she isn't meant for this business as she looked like she graduated from a modelling academy.
William Smith (Sheriff Taggart) was however a decent performer. Had the good cop type of appeal into whatever he did here. Shows off a good friendly type of behavior. ALso knew on how to focus on a situation too. For sure got this part nailed.
Robert Z'Dar (Market Owner) did the trick in his supporting role as showing off a friendly behavior at first and then is very menacing. Was a trie force of nature. Had a good seriousness in a scene on what he plans to do which seemed very dark and mysterious.
Tina Krause (Hailey) was another stiff actress. She portrayed one of the troublemaking teenage type. She couldn't get into character properly when she says her lines. I just thought that she was one of the most wooden actresses in this flick. Of course she is a moan queen.

A teenager is taking a long shower exposing her full body.
She also wakes up from a sleep with her breasts fully exposed.
Woman is butt naked as well as exposing her breasts while skinny dipping in the ocean as well as her boyfriend exposing his butt.
Later on they have a sex scene as her breasts are fully exposed with a long moment like this.
A teenage girl is on a trampoline doing a striptease exposing her breasts.

A drill is impaled in someone's head.
Some bloody stabbings.
Dead corpses are revealed in an ambulance. Yet they look fake.

Gene Sisk composes this piece. I have to say it sounded unconvincing for the beginning of the story as it was supposed to sound spooky but it was too over the top corny. However for the killings it improved as theere's sharp types of sounds and other spots with different types of music used on a synthesizer and other instruments that you can tell once you watch this bad flick if I dare you to watch.
